The jubilee coin of 5 hryvnia face value is dedicated to a regional intergovernmental organization whose purpose is the development of cooperation between member countries on the basis of common principles and ideals, as well as supporting their economic and social progress. Ukraine became a member of the Council of Europe in November 1995.

Obverse of the coin, within the inner circle framed by five-pointed stars, the map of Europe is represented, below the upper star the year of issue of the coin 2009 is indicated; on the outer ring are the Small Coat of Arms of Ukraine above and the semicircular legends ???????????? ???? ??????? (National Bank of Ukraine), ?`??? ?????? h (five hryvnias) below and the logo of the National Mint Bank of Ukraine.
